Prof. C. L. Philip Chen, South China University of Technology, China (IEEE Life Fellow)

Experience: C. L. Philip Chen is the Chair Professor and Dean of the College of Computer Science and Engineering, South China University of Technology. Currently, he is the director of two Guangdong Provincial Key Labs, the director of an Engineering Research Center funded by the Ministry of Education, and Co-President of Guandong AI Industrial Entrepreneur Association. He is a Life Fellow of IEEE, Fellow of AAAS, IAPR, CAA, CAAI and HKIE; a member of Academia Europaea (AE); and a member of European Academy of Sciences and Arts (EASA), a Foreign Full Member of Russian Academy of Engineering (RAE). He received IEEE Norbert Wiener Award in 2018 for his contribution in systems and cybernetics, and machine learnings; received IEEE Joseph G. Wohl Outstanding Career award; Wu WenJun Outstanding Contribution award from Chinese AI Association; received Outstanding Electrical and Computer Engineering (OECE) Award from his alma mater, Purdue University; and received “2025 Forbes China® Artificial Intelligence Influential Figure” award. He has been a highly cited researcher by Clarivate Analytics continuously for six years, and is, continuously, listed in Stanford University/Elsevier World’s Top 2% Scientists in "Lifetime Science Impact Ranking" and the "Annual Scientific Impact Ranking (top #47 world-rank in AI and image processing category in 2025)", both rankings. He has Google Scholar more than 80,000 citations with 134 H-index. In professional service, he was the Editor-in-Chief of two IEEE Transactions and served as the President of IEEE Systems, Man, and Cybernetics Society (2012-2013). His research areas are computational intelligence, unmanned systems, intelligent control and systems.

Prof. Feifei Gao, Tsinghua University, China (IEEE Fellow)

Experience: Feifei Gao (Fellow, IEEE) received the B.Eng. degree from Xi'an Jiaotong University, Xi'an, China in 2002, the M.Sc. degree from McMaster University, Hamilton, ON, Canada in 2004, and the Ph.D. degree from National University of Singapore, Singapore in 2007. Since 2011, he joined the Department of Automation, Tsinghua University, Beijing, China, where he is currently a tenured full professor. Prof. Gao's research interests include signal processing for communications, array signal processing, convex optimizations, and artificial intelligence assisted communications. He has authored/coauthored more than 200 refereed IEEE journal papers and more than 150 IEEE conference proceeding papers that are cited more than 18000 times in Google Scholar. Prof. Gao has served as an Editor of IEEE Transactions on Wireless Communications, IEEE Journal of Selected Topics in Signal Processing (Lead Guest Editor), IEEE Transactions on Cognitive Communications and Networking, IEEE Signal Processing Letters (Senior Editor), IEEE Communications Letters (Senior Editor), IEEE Wireless Communications Letters, and China Communications. He has also served as the symposium co-chair for 2019 IEEE Conference on Communications (ICC), 2018 IEEE Vehicular Technology Conference Spring (VTC), 2015 IEEE Conference on Communications (ICC), 2014 IEEE Global Communications Conference (GLOBECOM), 2014 IEEE Vehicular Technology Conference Fall (VTC), as well as Technical Committee Members for more than 50 IEEE conferences.

Prof. Ran Tao, Beijing Institute of Technology, China

Experience: Tao Ran is a professor and doctoral supervisor at the School of Information and Electronics, Beijing Institute of Technology. He is a fellow of the China Electronics Society, the China Society of Communications, and a recipient of the National Science Foundation for Distinguished Young Scholars. Engaged in long-term research on fractional domain signal and information processing, including sampling and fast algorithms, filtering and parameter estimation, multi domain analysis and utilization, etc., with fruitful achievements, and has been successfully applied in fractional domain signal and information processing theory and in radar, communication, and electronic warfare. Hosted key projects of the National Natural Science Foundation, major instrument projects (free application), major projects for strengthening foundations, key funds, pre research projects, basic scientific research projects, and key projects of the Beijing Natural Science Foundation. 187 papers published in internationally renowned academic journals such as IEEE Trans. Signal Process have been included in SCI, 79 papers published as first or corresponding author have been included in SCI, and over 120 papers have been included in EI. Web of Science has been cited 3011 times and Google Scholar has been cited 8920 times. The highest single paper has been cited 155 times in SCI, with a Web of Science H-index of 30 and a Google Scholar H-index of 38; Published three works and textbooks in the field of signal processing as the first author, including the first domestic work on fractional Fourier transform in the field of signal processing published in 2004; Authorized 89 invention patents.

Prof. Yulan Guo, Sun Yat-sen University, China

Experience: Yulan Guo is a full Professor with the School of Electronics and Communication Engineering, Sun Yat-sen University, Shenzhen, China. His research area lies in computer vision and robotics, particularly in 3D reconstruction, 3D scene parsing, low-level vision, and robotic perception. He has authored over 200 articles at highly referred journals and conferences. He served as a Senior Area Editor for IEEE Transactions on Image Processing, and an Associate Editor for the Visual Computer, and Computers & Graphics. He also served as an area chair for CVPR 2023/2021, ICCV 2021, ECCV 2024, NeurIPS 2024, and ACM Multimedia 2021. He organized over 10 workshops, challenges, and tutorials in prestigious conferences such as CVPR, ICCV, ECCV, and 3DV. He works closely with several top-tier IT companies such as Alibaba, Huawei, and DJI. He is a Senior Member of IEEE and ACM.

Prof. Jie Chen, Beihang University, China

Experience: Chen Jie received the B.S. and Ph.D. degrees in information and communication engineering from the Beijing University of Aeronautics and Astronautics (BUAA), Beijing, China, in 1996 and 2002, respectively. Currently, He is a professor with the School of Electronics and Information Engineering, BUAA, Beijing, China. His main research area covers novel high-resolution and wide-coverage synthetic aperture radar (SAR) system, spaceborne SAR image formation and image quality enhancements, remote sensing data intelligence processing, as well as compensation ionospheric effects on low-frequency spaceborne radars, etc. In recent years, he held over more than 30 research projects. His scientific studies were contributed to the Chinese SAR satellite projects. He has published more than 80 SCI-indexed journal papers and over 100 conference papers, and has been authorized over 30 patents. He was awarded the First prize of Ministerial level Science and Technology Progress in 2017, 2020 and 2024, respectively, and the Excellent Young Teachers in University by the Fok Ying Tong Education Foundation and Ministry of Education, China, in 2008.

Prof. Julian Cheng,Great Bay University, China

Experience: Professor Julian Cheng is the Dean and Chair Professor of the School of Information Science and Technology at Great Bay University, Dongguan, China. He is a Yangtze River Chair Professor of the Ministry of Education of China, a Fellow of the Canadian Academy of Engineering, a Fellow of the Engineering Institute of Canada, a Fellow of the Institute of Electrical and Electronics Engineers (IEEE), and an Optica Fellow. He is also Professor Emeritus in the Faculty of Applied Science at the University of British Columbia, Chair Professor in Wireless Systems (2023–2028), recipient of the 2021 Researcher of the Year Award, and served as a Visiting Professor in the Department of Electrical Engineering at Stanford University (2022–2023). Over the years, he has made significant and pioneering contributions to the field of wireless communications. He has published over 500 research papers, and his work has been cited more than 18,000 times according to Google Scholar. As a co-inventor of the Angle Difference of Arrival (ADOA) positioning method, his technology has become a core solution in indoor optical wireless positioning. Under his leadership, the UBC team achieved one of the first demonstrations of non-line-of-sight solar-blind ultraviolet signal positioning.
